This article explains what is meant by Horizontal Scanning Frequency
Horizontal Scanning Frequency: The number of video lines on the screen every second (from left to right); also called line frequency and express in kHz. The higher the horizontal scanning frequency, the higher the resolution and/or the refresh rate, which produces a more stable image, helping to reduce user eyestrain and fatigue.
