If you see the image below after performing a factory reset. This indicates you have Google's (FRP) Factory Reset Protection enabled on the device. You will need to know which gmail or phone was used to link your Android device to your google account.
If you do not know the gmail or phone number used to link the Android device to your account, the only option is to create an RMA for a replacement device.
