This article explains why an Android USB-C device is not recognized in an ADB session and how to resolve the issue
When programming over Android Debug Bride (ADB) on an Elo Android device equipped with USB-C, you must use a USB 2.0 port and not the USB-C port, or use a USB 2.0 hub to step the USB-C down to 2.0. Otherwise the device will not be recognized over ADB.
