This article explains how to disable touch using third-party applications
On Elo Android devices there are not any native options to disable touch on the screen. This is by default to prevent users from being locked out of the system.
There are some 3rd party apps that you can install that will allow you to lock out touch, such as Touch Lock Lite.*
From the developer: "Touch Lock Lite is lightweight version and a popular app beloved by commuters, students and elderly users or any person who has finger trembling disability would find it useful because it allows them to enjoy their device's display without interruption by preventing unintended operations on the touch screen and buttons."
As shown in the screenshot below, this app will place a transparent icon on the desktop which when double-tapped, will re-enable the touchscreen.
