This article explains how use the converter kit, E239980

The 24 VDC Converter Kit provides conversion from 24V to 12V, which allows kiosk manufacturers to leverage a common 24V power supply in their kiosk design and have a single AC connection. On the 1598L open frame touchscreen there are mounting features that enable the converter to be mounted on the back of the monitor. The power converter can also be used with other Elo 90-Series open frames via other kiosk mounting options as well as other Elo monitors that meet the correct input and voltage specifications, see KB Article #000002922 for details.

This product is not a power supply, it is a power converter. It converts an already existing 24 VDC power source to a 12 VDC power output to connect to Elo 90-Series open frame monitors.
