This article explains if users need to install an Elo touch driver for an Optical touch monitor

No Elo driver is required with optical touch technology.
 
Touch continues to operate normally if an Elo touch driver is installed, but the Elo Control Panel options will be non-functional and “no touchscreen found” may be displayed. In some cases, the Elo options will attempt to work but they will not function or display normally.  Therefore the Elo driver should not be installed.
 
Optical touch technology was discontinued in 2014.
