This article explains how to use a bootable USB drive to install the OS.
Ensure that the USB port and bootable USB drive are using matching protocols, e.g. use an USB 2.0 drive with an USB 2.0 port. For Windows 10, ensure the USB drive is formatted as UEFI. In the BIOS, ensure the bootable USB drive is the first priority. Recommend disabling Fast/Quick Boot, as well.
