This article explains the Elo does not sell individual operating systems or licenses

Elo, being an original equipment manufacturer (OEM), can only sell Operating Systems already installed on our hardware. We do not sell individual copies of Operating Systems or licenses. 

If you need just an Operating System, you will need to purchase from Microsoft directly and use the Windows key that they provide with the new OS. Elo's OEM license key will not transfer to a non-Elo OEM image.
