This article explains where to find a driver for Windows 98

Microsoft and Elo ended support for Windows 98 in 2006. Elo no longer provides technical support or hardware for systems running on that platform. Elo's PCAP, IR, APR, and IntelliTouch Plus products will not function on Windows 98 systems.

If you have older Elo products that are equipped with IntelliTouch Single-Touch or AccuTouch Single-Touch technologies, these should still work on Windows 98.
