This article address why an Out of Range message appears when trying to connect an Elo monitor to a Television cable box.
Out of Range occurs whenever there is a mismatch in the video output. Most TV boxes output at higher video resolutions than computers do. For example if your TV box is outputting at 4K or high resolution such as 1080p and the monitor's native resolution is 1024 x 768, you will receive the message because the monitor is not capable of displaying at the higher 1080p resolution.
You could also have a mismatch of the HDMI signal, such as the TV outputting with HDMI 2.0 and the monitor is equipped with HDMI 1.4 you will receive the out of range message.
If you are able to adjust the resolution on your TV box to match that of the monitor's native resolutions, this should solve the issue. If you are unable to adjust the TV box resolution the only option is to use a monitor capable of displaying the same output as the TV box.
