If the Elo product specification page states, "Optional - Windows 10 Professional" this means you can only purchase Windows 10 Pro through a custom order.

Elo does not sell Windows 10 Pro off-the-shelf. All off-the-shelf systems are Windows 10 IoT Enterprise LTSC 64-bit. Elo does not provide licenses or upgrades to Windows 10 Pro on these systems. All Elo Operating System images are sold with the hardware and no individual licenses are sold, per our agreement with Microsoft.
