Elo's Windows/Intel devices utilize OEM Activation 3.0 (OA3). You must be connected to the internet to activate Windows on these devices. This is described here. 

Why an Internet Connection Is Required to Activate Windows with OEM Activation 3.0 (OA3)

When a device ships with Windows preinstalled, activation is typically handled through OEM Activation 3.0 (OA3). This process ties the licensed Windows version to the system’s hardware at the time of manufacture. Unlike older methods that relied on physical stickers with product keys, OA3 stores the license information digitally in the device firmware.

How OA3 Works

1. Digital Product Key (DPK) in BIOS/UEFI
   The manufacturer embeds a unique Windows product key in the system firmware (UEFI/BIOS).

2. Activation During Setup
   When Windows is first installed or reset, the operating system automatically reads the key from firmware.

3. Verification with Microsoft Servers
   The system must connect to the internet so Windows can contact Microsoft’s activation servers. These servers confirm the DPK is valid and activate the device.

Why the Internet Is Required

• License Validation: The DPK must be checked against Microsoft’s activation servers to confirm authenticity.

• Hardware Binding: Microsoft records the activation against the device’s hardware profile to prevent reuse on unauthorized systems.

• No Offline Method: Unlike older OEM schemes (e.g., OA2), OA3 does not include offline activation tools. Without internet access, the activation request cannot be completed.

What Happens Without Internet

• Windows will install and run, but it will remain in an unactivated state.

• You may see “Activate Windows” messages on the desktop and in Settings.

• Some personalization features (like wallpapers and themes) will be disabled until activation is completed.

To activate Windows on an OA3 system, an internet connection is required. This connection allows Windows to send the embedded digital key to Microsoft, verify its authenticity, and permanently activate the device. Once activated, the license is tied to the hardware, and future reinstalls on the same device will activate automatically as soon as an internet connection is available.
