This article explains how to setup an Elo Windows computer to auto-restart after a power outage

Access the BIOS and go to the Chipset PCH Configuration area.  Set the “Restore on AC/Power Loss” setting to “Power On.”

NOTE: if you're unable to find a Chipset PCH Configuration area, check for a Chipset SOC Configuration area in order to access the "Restore on AC/Power Loss” setting.
